Well.... so far in One Piece the only person that seems to be staying as pirate as possible would be Mihawk imo.Pirate doesn't necessarily mean break the law and considering that he can get away with almost anything due to his title its probs not as entertaining. Mihawk still moves around and does whatever the frick he wants. Not saying that the others can't do that but they tie themselves down and basically own an island while Mihawk is in the traditional sense a pirate where he sails around crew or no crew. One could argue that Luffy doesn't really break the law either. The only law that I think he broke unprovoked would be raising a black flag in the first place. Even taking down the warlords could be seen as helping the law rather than breaking it. Burning the world flag would be another but that was provoked. Really depends on how you look at it I guess.
