Why does Boa Hancock was not able to turn Luffy into a stone?
Luffy's asexual and wasn't attracted to her. Most people aren't, and that's why her powers work on them, but Luffy's just not that into her.
@Keekian, if Usopp is with Luffy, he acts differently towards female bodies. (As seen when Mr. 2 changed into Nami and undressed himself and when Nami did her "Happiness punch" in the bath scene during the Alabasta arc). It's also been confirmed that Usopp influences Luffy when it comes to women so if Usopp had been there when Luffy saw her naked, they probably would have been turned into stone.
I'll let Oda explainit better: "...when Luffy is alone, his reaction is what it was with Hancock. He's interested, but he's not entranced by her. But when he's with Usopp, who's the same age, it's like a kid on a school trip: his bad side comes out!! Yeah, both sides of Luffy feel right to me, so the culprit is definitely Usopp!!"
It hasnt got to do with Conq haki... its just whoever had the feeling of lust for her turns into stone... remember when a marine vice admiral stabbed his own hand and was not turned into stone... the pain he received removed all negative feelings from his brain... thats how the power works...
Also, i think that it is the DF power that makes boa even more pretty and sexy so that the power works effectively (remember Alvida?)
Only those can turn into stone, who are attracted to her beauty. The people who are not turned into stone are the people WHO ARE NOT ATTRACTED TO HER or WHO CAN OVERCOME THAT THOUGHT OR FEELING OF HER( as viceadmiral did).
