As of right now officially, it is "Levely," and "Laugh Tale". However, Laugh Tale was intentional and "Levely," was a mistranslation error that probably won't ever be corrected. So, pretty much all of the English audience uses Reverie in spite of the official translation not only because Reverie makes more sense and is an actual word, but because that was the intended translation.
The change from "Reftel," to "Laugh Tale," came pretty recently in the movie One Piece Stampede and then in an interview following up the movie Oda commented towards the hint of "Laugh Tale".
However, for full 100% no question verification that it is "Laugh Tale," you can wait on it to be included in the Viz English Translation whenever the word appears in the manga, which is some undisclosed, varying time period. And to disprove us taking "Laugh Tale," as canon we would need to wait on an official statement or the word "Raftel," appearing in the Viz English translation after the fact [after Stampede].
So, right now for "Laugh Tale," we are pretty much as close as we can for it being considered canon, but if you want undeniable proof you would have to wait on "Laugh Tale" being included in the official English Viz translation or an official statement.
In summary, official versions are "Laugh Tale," and "Levely". However, most of the English audience often colloquially uses "Raftel," and "Reverie". Raftel because of a force of a habit and Reverie because that was what was intended. However, there is a shift among the One Piece community especially Youtubers to using "Laugh Tale," over "Raftel"..

Early translation also produced "Rough Tale" for the islands name (forget where this was), I suppose the logic was "the adventure to get there is a rough tale".

Hang on, just to clear some things up.
There is no L in japanese? Luffy's name is spelt Rufi.
I'm pretty sure they always say Luffy and not Ruffy, despite the translations. Oda intended it to be Luffy so in the anime, they all call him Luffy with an L.
However, a lot of time there is error in translating Rs and Ls.
Is it possible to spell Laugh Tale that's not ambiguous ? If it were always Laugh Tale in canon, why did Oda not tell them for 20 years? This is weird.
We've been saying Raftel for 20 years and don't wanna stop lol
