Buggy, I know he's one of Oda's favourite characters but I just don't find him funny.
Most of the nobility type characters like the celestial dragons or the nobles from Goa or other characters like that. I don't hate them as characters because I don't even recognise them as such they're just badly written rich person caricatures and stereotypes.
For me, Spandam, because of all of the trouble, as well as all of the pain and torture that he caused Nico Robin, not to mention Franky during the Water 7, and mostly the Enies Lobby arc. I mean, I know that he's the chief of CP9, and all, but this guy was just downright insanely cruel to Nico Robin, and Franky. Not to mention how he's always bragging about wanting to capture Nico Robin, and sentence her to death, so he can be hailed as the World Government's hero. And he can be pretty dumb sometimes, too. With all of that being said, I pretty much despise Spandam, and find him pretty annoying, and I just wish that he would die.
Also, Rob Lucci, because for a CP9 agent, the guy is pretty much just downright evil, believing in "dark justice", and stuff. Also, because he gave Luffy a pretty tough fight during the Enies Lobby arc, and if they were ever to fight again, Luffy would probably have just as tough a time against Lucci as he did during their first main fight in Enies Lobby. And I hate Rob Lucci just as much as Spandam. The guy is just so sadistically evil.

Funny to see people hating Akainu for being good at his job. Luffy and Ace are both criminals, there's nothing wrong with hunting them down, Nobody forced them into a criminal life, they CHOSE it. I cant feel bad for someone who CHOSE to be a criminal.
Back on topic, the Celestial Dragons are really annoying so somebody killing them would be nice.
But the one I think really needs to die is Ivankov. His DF ability is too dangerous for society.

Tbh, most One Piece evil characters are written in such a way I don’t care that they are evil.
However, I feel like Arlong, but more likely the particular Celestial Dragon who owned Boa are some of the more realistically heinous characters.
I personally don't like Arlong (as a person/fishman) because he is a hypocrite that can’t learn new things. He was on a boat with a harmless human in the form of Koala where he stayed on guard the entire journey. Then, he struck a deal with the humans just to terrorize humans (as opposed to doing something helpful to his species). At least something like eradicating humans would have been less hypocritical.
And for that one celestial dragon, I have an issue with them kidnapping 3 girls, 12 and under and using them for entertainment.
Other than that things like that one Celestial Dragon shooting on kid Sabo or Akainu raging on a warpath and fisting Ace, or BB betraying the WB Pirates all go under my radar.
@Aurius-Blood thats deep i didn't look into it like that but thats out a whole different perspective on how im watching certain characters now.
Oda has some villains where being evil is there entire identity. A good example is Stelly, there is nothing redeemable about him. He’s just a slime ball through and through. However, because of that instead of hating him I find it interesting or sometimes even hilarious when he does something slimy. Stelly wants power and if he gets it he’d just be another Charlos clone, abusing his power as he sees fit.
Those kinds of villains are very flat characters and serve no other purpose than being a strawman example of someone “bad,” who should be taken down. Now, those kinds of characters do have their place in some anime. Rakudai no Kishi did their version of that villain really nicely I think.
However, I generally prefer more complex villains that have a reason as to why they are “evil.” Doflamingo was definitely a heinous character, but he would protect or avenge those he considered his family no matter what. He’s a good example of being evil for evil’s sake.
I think the last character I hated from anime was Clementine from Overlord. I despise sadistic characters who can’t handle the pain themselves. And I love when they get taken down.
