I think he did, that man is the third(or forth maybe Kuma is above) strongest sichibukais, and the other 2 are yonkou level(although one of them makes Yonkou level fall XD), but he is still stronger than Doflamingo, who is really strong, and stronger than Boa.

All this is my opinion but based on things that happened in the series

@Thagiftedkid Him being a simp doesn't make him less powerful but it does make him less useful. If he weren't such a simp he would have defeated Black Maria

He is not league above him he has raid suit one he get use to it it’s a done deal give him some time

But from a writing standpoint that would be horrible for his character

I'm not saying that he should just change out of no where but I feel like he needs a little bit of development in the context of being a simp. At least to the point where he can block an attack, I mean come on he wouldn't even use armament to block Black Maria.

Yeah that was painful to watch a grown men fall apart to an enemy to the point he couldn't even use haki.

Zoro still doesn't understand how CoC works, so he's still not "a whole tier above Sanji" yet.

Zoro already mastered CoC way back in Sabaody pre-timeskip, and he's demonstrated it!
