CoC does mean conquerors haki Skywalker TC is simply mistaken in thinking Zoro had mastered it back then.

The misunderstanding comes from a scene in Sabaody where Zoro is jumped by a gang and he glares at them and they get too scared to attack and back down. Loads of people have taken that scene to mean Zoro had conquerors and was using it then, when ever the question of if Zoro has it came up in the past people always cited that scene with a "See he used it then".

It wasn't conquerors it was just intimidation lots of characters have done things like that throughout the series who didn't have it it was just a scene to show that Zoro was badass and scary. Also it was an anime only scene anyway so wouldn't have counted as evidence either way.

@Thagiftedkid way too early an assumption. Wano is just focusing on Zoro bc of samurais and Zoro's got swords. Later we definitely can see Sanji getting better.
