A bounty is a reward, usually monetary, promised for the accomplishment of a certain task.

But what do you expect them to do to Mihawk? Most of the world already sees him as the strongest swordsman. Mihawk as one of the few warlords to do his job. and he seems like one of the least problematic of the former 7 warlords.
