Personally I don't think Bellamy can compare with a former CP9 member. Both of them don't have much feat. Viewing from their battles against Luffy, I think we all agree that Bellamy was a joke compared to Blueno back then. Then we see that Bellamy has gotten stronger post time skip, while we don't see Blueno at all. I would assume Blueno has gotten much better as well unless otherwise noted that Blueno resigns from any combat-based jobs and does not brush up on his skills.
