As shown in one of the latest chapters Who's Who is a member of Cp9. I would like to know if he is the same member shown here in the ohara flashback due to the fact that they share an uncanny rescemblance.

Who's Who is apparently 38 and this was 22 years ago so it probably isn't him unless he looked real bad for a 16 year old.

It could be his father like others have said we know that's a thing, both Spandam and Califa had fathers who were in CP9 before them.

Only thing in common are the lips, and they aren’t even the same color(the lips)
