Did the voters even see Stampede? Bullet is crazy broken

I think they operate on the fact that we haven't seen the fullest of Kizaru, and this is assuming Kizaru didn't give it his all against Rayleigh. Or simply that Bullet abilities are non-canon...

Purely based on what we’ve seen so far I think bullet takes this win. It took multiple Warlords and some decently high ranked revolutionaries and marines to just break the Haki long enough for Luffy to get in there and do some damage. I can’t say the same about Kizaru… Also I’m not sure if Kizaru with only his pure stats and maybe haki could stand up against all the Supernovas (Except Law). He MIGHT but I don’t think there’s any proof for it.

Bullet has the level of an admiral and he's fast enough to compete with kisaru and then he lost only because luffy had to win since he's the hero alone he would not have succeeded against bullet so I think bullet www vs kisaru

Ya it's not my opinion, just guessing in the shoes of people who go for Kizaru>Bullet. Personally I think Kizaru should've been shown to be inconclusive with Kizaru, meaning they're similar tiers.

I think when you can take on all the Supernova's on your own you're already pretty overpowered. And that's before you turn your self into an island sized monster

Although seeing how Kizaru steamed through 4 of them back in Sabaody while not really trying too hard. it's not hard to imagine he could handle the lot of them.

Not sure about currently though given none of the Novas had haki pre-skip.

Yeah, that's why the main thing I use to gauge their power is their comparison with Rayleigh. In Sabaody, I think taking on a single Rayleigh is far above taking all of the supernova. It just so happens Buggy also compared Bullet with Rayleigh.
