Reason 1: Because theyre evil, need to be hated and detested.

Reason 2: They already see themselves at the epitome of beauty, so they likely dont care about how they look because their self esteem is sky-high. The Gorosei themselves are probably more disiplined so they care a bit more about how they look, which is why they look far better in comparison.

They are likely rather imbred as well because of not considering others as worthy and a limited area

They are ugly because they represent ego that no matter how they look and hated, they still view themselves as beautiful beings or gods.
