I have NOT read the Manga so I don't know as much.

Tashigi, Koby and Helmeppo as the admirals. Tashigi and Coby probably makes sense but Helemppo (eh). The current admirals and vice admirals will be old. Sakazuki, Borasalino, Ryokugyu and Fujitora will most definitely be defeated in the final war. The current vice and rear admirals have no chance in the plot of improving. Tsuru is to old. Garp will never say yes. Gion and Tokikake/the admiral candidates will have their moments but will be replaced by Koby Helmeppo and Tashigi. Smoker has a straight losing streak and is WEAK AS FUCK. Hina is weaker than smoker and is just a little irrelevant. Full-boy or what ever his name is and Jango are just jack offs used for jokes. Bastille weak, Maynard weak, Momonga weak, blablablablablablabla. But the problem is the Fleet admiral. It will maybe be Garp because it doesn't seem like they care or report straight towards the Celestial dragons. They report to the Gorosei/more civilized celestial dragons. But if Koby is then I don't know.

Oda could also just add in some random character like he did with Ryokugyu.

IMO..this is far away near the truth, except for Koby..Tashigi and Helmeppo will never make it..VA is their highest rank possible..

Tashigi is still young sure, but still, her potential is not really promising..and Helmeppo will never at the same rank as Koby..

By the time Koby become Admiral, Garp probably no longer a Marine Officer..he is probably retired or maybe already passed away

Its the fact your prob right, I still have lots of hope for them. Sure Koby will be stronger than them in the end, but again, Garp trained the both of them. Oda clearly isn't just finna let the good potential go to waste for neither of them. And I still think Tashigi will make it to the high rankings in the end as well consdering the fact she works under Smoker and will prob become a great female swordsmen one day. Not as strong as Zoro tho.

I'm basically saying all the build up for them will just go to waist if Oda decides what you said which I would rly be pissed about tbh. Haki is hard thing to learn stated by Rayleigh, and all of them managed to learn the basics of it under 2 years like Zoro, Sanji, and Luffy. Thats a pretty basic but great feat in my book.
