2, the newer generation is extremely weak mentally, they are offended by everything so you know none of them will have Haki since Haki requires will. It will be a bunch of soldiers with a lot of power since they will be able to have some degree of Haki.
The world will turn into a Stratocracy which would be pretty good since warriors and not pencil pushers will be in charge.
