Ryuma slayed a dragon. Plus protected Wano. My guess would be that his rep was similar to Kaido's in that it kept outside enemies away.

The thing is, it's kinda stupid to think casually all the haki prodigies(because that's what all the top tiers actually are) were born in this era, there probably was broken people like Kaido and WB during all the 800 years the WG lasted, but I do think, for story reasons the strongest are probably the current, and since we have nothing to compare Ryuma with, I think it's logical to say at least Whitebeard is stronger

I don’t think Ryuma 1v2s them but I do think there is a reason why Oda gave him the title of “Sword God”/“God of The Blade” and only gave Mihawk the title of “World’s Strongest Swordsman”. So for that reason alone I think he could beat Roger or Whitebeard in a 1v1 but not both at the same time.

Now with this clarified, Whitebeard in a 1v1 would work better than with a team, since he can go all out without worrying about his teammate(s), even if his teammate is roger, an earthquake is something serious
