I’d say very slightly below admiral level. If he fought an admiral in his prime, he’d push them to extreme diff, but probably still lose most of the time

@Djmartin15420 Where was it stated Rayleigh had all advanced forms of haki? Rayleigh only showed having advanced armament haki so far. He mentioned future sight, but just bc you know about future sight doesn't mean you have it yourself. As far as we know, he only has basic conquerors haki, advanced armament haki + internal damage, and basic observation haki. But I'd rank him at admiral lvl and a bit above but not on Yonko lvl.
@Rockstar D. Charys i may have spoken a little out of term. According to his wiki he has advanced conquerors and armament and knowledge of advanced observation but he’s still proficient enough to teach it
I think the wiki got advanced armament and advanced conquerors mixed. Both look the same, but one is stronger than the other. Also, Rayleigh never taught Luffy future sight.
I’ll say sichibukai cause it’s the most ambiguous one(since it isnt even a thing), he wont defeat an admiral, but he can easily fight one
It no longer makes sense to talk about YC1 or Corsair level.

and I bet that between GB and Akainu there will be a gap.
in short, there is no intelligence in situating the force in relation to the epithets....
The author himself has deconstructed this limited and obsolete way of thinking.
