Luffy very clearly didn’t NEED Gear 5 to beat him, as Lucci didn’t land a single hit, other than the one clash to callback to the original fight.

And before you mention that Luffy was “exhausted” afterwards, keep in mind that he:

1. Went right into gear 5 from that form while fighting Kaido, so it’s not an issue

2. Mentioned that he was tired from running around the facility, not anything about Lucci(the ONLY time he said he was tired at all, second time he looked tired)

The old man form is very likely nothing to do with running out of stamina and just happens whenever Gear 5 is disabled.

Anyway, Lucci is probably around equal to Zoro, and loses to Sabo. Yes, I put Sabo above Zoro, because he put up a better fight against Fujitora than I think Zoro could at the moment, and he’s only gotten stronger since then(getting more used to his fruit and stuff). And yes I know Fujitora wasn’t going all out, but he wasn’t going all out when he had a short fight with Zoro either, and Sabo did WAY better.

Anyway, Lucci vs Zoro is 50/50, Lucci vs Sabo is like, 30/70 imo.

Also Luffy didn’t even use ACoC against him, so he clearly wasn’t taking him very seriously. It was just a showcase for Gear 5, because it’s cool, fun for Oda to draw, something new and unique, and Luffy’s canonical favorite form.

Here’s my whole list:

Jinbe - roughly 3rd-2nd commander level, below where I place Lucci

Ace - roughly 2nd-1st commander level, below where I place Lucci

Katakuri - I think with his awakening, Lucci is fast enough to land hits enough to win

Sabo - higher in the same tier I have Lucci in, so he wins but high diff

Zoro - lower in the same tier I have Lucci in, so he loses but high-extreme diff

He either stops at Katakuri or Sabo.
