It was between Kong and shiki for me. As stated here in this comment section, shiki was one of Roger's Rivals and he managed to take on sengoku and garp at once but I feel like Kong is stronger than you are acting, he was fleet admiral after all.

I decided to go with shiki anyways cause we don't have much information on kong

The only one here confirmed to be at least as powerful as a Yonko/Admiral is Kong, being a Fleet Admiral. Marco and Gaban don't belong in the same tier as the likes of Kong or even Shiki who was powerful enough to at least fight, not win, but fight Garp

Just bc we haven't seen much from Kong doesn't mean he's weak. Every fleet admiral we've seen is at least fleet admiral-pirate king lvl (Sengoku). You don't become a fleet admiral just by being weak. Kong is probably as strong as old Garp currently and in his prime, might have been on yonko or prime Roger lvl based on speculation. But I'm still going with Shiki bc its Shiki.

Shiki and Roger faced each other severas times, they were Rivals. Roger's only confirmed rivals are Shiki, Whitebeard and Xebec.
