It’s definitely limited. He can’t have full on reality warping/imagination~reality because he would solo every antagonist in the series.

No, he can't just make himself stronger or make other people weaker. If he could then the series would just become one punch man 2.0.

Gear 5 doesn't warp reality. When he said "i can do everything i wanted to", he didn't mean "i can now change reality however i want", he simply meant his powers (his rubber abilities) now have no limits. He doesn't have to count the seconds till he runs out of air in g4, he doesn't really need to blow himself up to make big attacks like G3, he achieved his "peak".
