Im not quite sure where Ryuma can scale but story wise since the World Government and the Navy themselves avoided invading Wano is because they heard of Ryuma which we already know who he is, Meaning he must be very strong but we know little to nothing about him since all we heard is him “Slaying a dragon” Same for Gorosei, We got very less of them, Some Impressive things so far as fearing the whole egghead Island that “Someone strong is here” And right after glimpsing at him a regular marines soldier died, But he also made characters like Lucci, Jimbei, Zoro fear something is coming But something bad is that literally Sabo jumped in a room where Imu and the Gorosei were, And be just grabbed Kobra and came out alive, That part made no sense, So realistically Ryuma and Gorosei have no where to put I can just say they must be very strong based on how Oda is portraying them, Also the Elders are literally Politicians for the WG so it makes no sense if they have powers and are weak apparently

@FusionSpell There are some signs in the story that make me think Ryuma is the strongest in the verse (Nothing confirmed yet).

I consider the leaders of the lost century stronger than the leaders of Gol D Roger's era and the current era (the current one will only be the strongest at the end, I believe). At that time there were global wars in which 20 large kingdoms had to come together to fight another kingdom. The 3 feared ancestral weapons were active and 6 moons disappeared from the planet's orbit according to Ohara researchers.

Joy Boy, Imu, Ryuma... I believe they will be the strongest.

Imu beat Joy Boy, that's a fact and Joy Boy had Poseidon and Pluton at his disposal (maybe he didn't use them), and Im won using some crazy strategy, but that doesn't take away his merit of winning the Old Kingdom and building a kingdom that has been at its peak for more than 800 years.

As for Ryuma, well... The Government moved its army against the Old Kingdom and won, the Government moved its army against the Lunarians and won, the Government moved its army against the country of Gold (Gyukimaru said there were countless lines of enemies, so I assume it was an army), they were kicked out of the country and Ryuma told the world that there were Samurai in Wano. Furthermore, they chose Wano as the place to store Pluton precisely because it is one of the safest places on the planet. Poseidon could differently be killed and reincarnated again, but Pluton needed to be hidden. I'm not going to mention Uranus because I have no idea what it could be.
