That's kind of hard for me because the villain I think is a really good villain is Blackbeard and he doesn't have an arc just to himself. I think he's a good villain because a he has an unusual ability to have two of the most devastating devil fruits ever to where he was able to defeat very powerful individuals. Heck we had really even say that he doesn't even think he'd be able to have a chance and a one-on-one fight with Blackbeard at his age.
