If she joined I can see her being equivalent in bounty as robin because she is a very dangerous person to the government (not power wise, but info wise) and could be seen as a liability, this is because she simply knows more about the wg than current robin. robin is seen as a threat because of her abilities not her current knowledge about the wg.
