Oh and Dragon is the biggest threat for now. He's literally trying to bring the entire government down while Luffy isn't exactly trying to do that. And going by speculation, current Dragon > Luffy.

Zozo, though there's no source, it was stated Roger was the most wanted man AMONG other pirates, just pirates. Dragon is likely more wanted than Roger considering nobody is actively trying to bring down the entire government other than Dragon and his members.

@Charys Da 2nd the eight (seven now ig) rebelling nations are all actively trying to bring down the world government, but obviously they won't get bounty each. They are not, by any means, afraid of RA, otherwise they could destroy them in seconds with mother flame.

Even if dragon was more wanted than Roger (Absurd, Roger was the most dangerous man since void century and Joyboy), it's very excessive to infer his bounty will be higher. The government would try to keep his bounty low and ignore his acts, just like they tried with SHs. Normal people perceive bounty as strength measure, so they'll be more willing to join "strong" man against government. They don't want to show any weakness or opposition. They will try to mock dragon by keeping his bounty low and ignoring him.

Luffy is a different story, with the potential to be actually threatening Imu and the elders, so they will do anything in their power to delete him.

In conclusion, we can't assume at all dragon's bounty or say he has more than Roger by any means. By common sense we can see why they will want to keep it low even if he was stronger than Roger.

“Stronger” and “biggest threat to the govt” are two separate questions.

Zozo, why exactly are the they rebelling to bring down the government? Because of Sabo right? And what is Sabo affiliated with? The Revolutionary Army. And who is leading this said army? Dragon. Think before you speak my guy? The main blame is going towards Dragon due to them rebelling since he's the one in charge of the RA. Sabo was the one who started the huge rebel, but he's still part of the same group that's actively trying to take down the government to this day.

Roger wasn't actively trying to bring down the government. He knew about the Void Century and Joyboy, but he never exactly tried to spread this info out to the public. He also wasn't actively trying to bring the government down as a whole. Again, think before you speak my man? Roger might have found out the secrets to the world, but him being at death's door and the fact he wasn't actively trying to bring the entire government down in general is enough proof he's more dangerous than Roger ever was.

...And, that's why they will keep his bounty low. No one else anyway has reason to try and defeat Dragon.
