I was gonna say King because of his speed and dura alone. But, i realized Lucci may have a lot more going for him. That being his recovery rate, speed, endurance, and abilities..specifically his devil fruit and awakening. He seems to have more proficient levels of haki and he technically can bypass King’s durability.
