Dragon isn’t portrayed that strong either, Yes he’s the leader of the Rev Army, Doesn’t mean he has to be powerful, He just has to be very smart, Have an ambition against the government and a very good Battle IQ

So we don’t know much about him so we can’t just assume that he has CoA or CoC 🤷‍♂️

@Fusion D King You can't be leader of a powerful organization and not rival strong characters such as the Yonko. Unless you're Buggy, this logic shouldn't apply to anybody. And I personally have Dragon on pirate king caliber.

@Fusion D King We don't know how strong Mihawk or Imu or Xebec or Joyboy or Ryuma is, but we tend to scale them on Yonko-Pirate King caliber

Xebec can be scaled because he was the captain of 3 other extremely powerful Yonkos and needed both Roger and Garp to defeat him

Joy boy and Imu cant be scaled, And Dragon cant either

@Fusion D King We don't know much about Mihawk's current strength, Xebec is still a mystery so we can't properly scale him and I honestly don't see how a character can fight to powerful Yonko caliber characters by him or herself unless they're immortal or something until proven otherwise, and the rest is just facts
