It depends more on the user skills and training than the actual devil fruit.

The best paramecia is the Nikyu-Nikyu no Mi. There are so many practical uses for it. You can fly for a while, and even repel concepts like pain and fatigue.

For Zoan, it has to be a fruit that works with your personality best. So, I wanna go with the Ushi-Ushi no Mi, Model Giraffe since Kaku is my favorite character (i'm biased)

For Logia, i'd go with the Goro-Goro no Mi here. You can use and manipulate electricity which is practical. You can also defibrilate your heart if you have a heart attack or something, so thats pretty sweet.

I think the strongest are gomu from paramecia, uo uo model seiryu from zoan, and goro easily from logia.

Y'all are overestimating Goro Goro no mi and Enel. Fast haki user could beat him pretty easily, judging from the feats he showed on Skypiea
