Pre-, during, or post-Straw-Hatting? I feel it prudent to ask as one’s quality of life in these places relies on who’s in power. Like, the fact that dude in Shell Town felt the need to practically throw himself to the ground apologizing and begging for his daughter’s life over merely running into a Marine Captain and getting ice cream on his pants… Morgan was a special kind of evil Marine and I imagine that it was cleaned up massively once he was ousted.
