Well, the speed comparison between the two shouldn’t have a large distance. So Julius should definitely be able to catch up with Luffy in terms of speed. And if anything, his time magic should be of big help. Technically, Julius can just stop time mid attack and do whatever. People underestimate how powerful time magic really is.

So there's no single reason Luffy would win if Julius > Luffy in feats + time manipulation. And he's still winning the poll. It shows you how much biased people are

Realistically Julius stats outside of his powers aren’t even that impressive, but if his time magic gets a good enough grasp on you it does have the opportunity to one tap incredibly powerful people. If Luffy can maintain a good range and utilise his future sight he might have a chance, but I’d vouch for Julius Extreme diff.
