Perhaps. But even currently Luffy is pretty weak with advanced armament haki, not even close to others like Garp and Koby. And also you forgot the strongest being to ever exist, the man that can tank thousand One-Punch man punches and destroy universes in a single blow, the person that only existed for few seconds and yet impacted the world hugely. If every single god of every universe united, existent and non existent to create and army to defy his supremacy even the slightest - he'd still win. If it wasn't obvious I was talking about Bon Cluffy the first.
