For starters, the World Government didn’t create the Seven Warlord system to establish a balance. They created the system in an attempt to match the growing power of the Four Emperors as a sort of deterrent. The World Government then stabilized and maintained the balance that came from the greatest military powers which are the Marines, the Warlords, and the Four Emperors. The World Government probably could have taken down the Emperors, but it would’ve led to a bunch of wars of succession and wars cost money, lives, and resources.

The World Government (Five Elders + Imu) doesn't care about none of these things.

Money? They can simply increase the tribute from the islands under their protection.

Lives? Unless it's one of the Elders or Imu, they don't care.

Resources? They won't feel it.

Also, taking down the Emperors would let them control the most of the islands around the world, then they could even eliminate the Warlords themselves. This would make it way easier for them to control the rising pirates like Luffy and Ace.

@Httpedrokkk The World Government doesn’t care about lives, money, and resources? What are you basing that off of? Those three things is pretty much why governments exist. The Five Elders and Imu may not care about individual people such as a farmer at Alabasta or a shipwright in Water 7, but they do care public image which is why they go to such extreme lengths to cover stuff up which means they care about what they think. If they didn’t, Ohara wouldn’t have been destroyed, the Amber Lead Incident would never have happened, and Smoker wouldn’t have gotten promoted to Commodore.

You need to give the people a "boogeyman" so that their gaze do not turn towards the Government. In this case, the "boogeymen" are the pirates and the revolutionaries, if you get rid of them, with no enemy to think of, the people will pay more attention to the Government and the stuff they do. Getting rid of pirates will make keeping the populace under control much harder.

Also, it takes resources, send three Admirals after a Yonko and yes, there's a 100% certainty of victory, HOWEVER, what's stopping the other Yonko from using that moment to attack Mary Geoise while the Admirals are busy? What if after seeing that they are going after the Yonko, the others join up against a mutual enemy? Big Mom and Kaido made an alliance so it's possible, and there's no way the WG is stopping a full on assault by both at the same time while the Admirals are busy with another Yonko.

Too much risk, not enough reward.

Realistically speaking,it would have been next to impossible to take down a Yonko even with a good plan. A Yonko isn’t just crazy strong with an exceptional powerful crew mates they also have great connections and influence. Just look at the war that happened at Marine ford. Even with the numbers,tactics, and home field advantage,the marines still struggled to beat WB pirates easily. Plus, the warlords are hardly reliable. Not cause they’re weak,just that they do things at their own pace. 😎

I think they’re kind of necessary for the World Government to maintain control. If the Emperors don’t make people fear pirates and criminals then the WG can’t abuse that fact.

Warlords probably wouldn't help marines because they knew that if 4 emperors down they will be the new target but even without warlords WG have 5 elder and Holy knights
