My guess is that Buggy's gonna get there first, going to try to search for the One Piece, gonna get his ass kicked by Luffy and BB who arrive just after him, and Shanks is just gonna be Shanks, arriving at the last possible moment
Luffy might have plot armor, but you forgot that Shanks already knows where it is for being an apprentice on Roger’s crew, and so either Shanks gets there before Luffy, or Luffy gets there first because Shanks pulls up like he did at Marineford: at the last second.
