I’m not sure if the Pacifistas or Seraphim can use Haki at all.

Seraphim are more likely to be able to, but they’re all basically just robots with some living parts, and don’t seem to be sentient from what we’ve seen.

Considering willpower is the force behind Haki, I don’t think robots that blindly follow all orders would have very good Haki.

Besides, if they get the Haki level of the person they’re based on, S-Hawk will easily become the strongest entity in the verse given a few years.

They do have their own willpower, as demonstrated by S-snake. They follow orders, but can act freely sometimes, kinda like Kuma. So they possibly could develop armament or observation
