Let’s look at his power base:
He has an Ancient Zoan type Devil Fruit that grants him super strength, speed, endurance, and durability in addition to what he already had.
He’s a cyborg. As far as we know, we didn’t even see the full extent of his cyborg abilities.
He’s a scientist. He was a member of MADS and literally created at least two diseases which means he could also be a Doctor.
Germa. He has all of the abilities of Germa’s Raid Suits: invisibility, winching power, blue lightning, red lightning, poison, and possibly whatever Judge’s suit has if he has one.
Haki. He’s a strong user of Armament Haki and Observation Haki.
Swordsman. We haven’t seen his swordsmanship skills that much, but it’s possible he’s able to use flying slash attacks like Zoro and Mihawk.
No, I don’t think Queen is weak at all. I think he was just underused during Wano Arc.
