I’ll say Sabo based on absolutely no evidence, just because it makes sense in my brain for him to be about the strongest you can get without ACoC or an overpowered awakening

I’d say Current Sabo is above Rooftop G3 Luffy (pre-ACoC) but below G4 Luffy (pre-ACoC).
