See what One Piece could do instead of just making filler arcs is make filler revolving around the cover stories. If this were to happen, it'd still have relevance to the actual story since cover stories are canon to the main story and not just something to drag out the anime. Some filler is needed, but filler arcs can honestly be replaced with cover stories.
