I'd say Roger >= Garp >= WB

Ive seen many people say WB >= Roger though. Its interchangeable I dont disagree with whitebeard winning

Sorry, I think Garp because of his more recent stuff and thenpossibility of him being able to beat a Yonko, though in his prime I have no doubt that Negate could do the same.
