So you believe that the difference between a universal destruction feat, mind you the Dragon Ball Universe is several infinite spaces including Otherworld as stated consistently, is just 50 Oozaru Vegeta's from the Saiyan Saga going off powerlevels? You then also have to believe that Frieza in his final form, with a power level that if memory serves is about 240 times bigger, would be 240 times above several infinite planes. And then still fail to blow up a planet in less than an instant.

Furthermore Sengoku was the one to state Whitebeard could destroy the whole planet. Which is an equal statement to what you're on about, which also doesn't make much sense cause we go from Second Form Frieza who can destroy the universe to Cell who is supposed to be miles and miles stronger but is never shown as a threat to anything beyond the solar system. And then Majin Buu, someone Frieza was warned to not even consider fighting who only managed to threaten the universe by non direct means. Meaning by that statement we need to assume Second Form Frieza is stronger than Majin Buu, the Androids, Final Form Frieza and several others which we know he isn't stronger than. Cause if Buu could destroy the universe conventionally, like you're saying Second Form Frieza can, then why didn't he? Why did he instead take the long winded approach of ripping apart the boarders so the universe broke itself? Because if you're about to say he was working smarter not harder you didn't watch the Buy Saga.

And just so it's clear I know Kid Goku also dodged light, another feat you might wanna add is that Roshi and Piccolo Junior in OG Dragon Ball blew up the moon at light speeds, that's why Goku would beat the shit out of Dragonball. But Chiatzu has no feats past the Saiyan Saga, people say he trains but we never see the results, his last power level was near where Picollo was in the Raditz fight.
