Tie if not high diff in favor of skullion. There’s no reason to believe haki would work the same on his ash form as it would on a logia, the fight leans in favor of skullion tho since crocodile has a weakness other than haki, that being water as we saw in alabasta, that’s why it’s a high diff fight in favor of skullion because he would have to figure out the water weakness then find and use water.

Considering that skullion's power is actually more effective than crocodile's, and that there isn't a way to actually damage him apart from a few select people's abilities, skullion high diffs
