@Liam667 That’s just someone else coloring in an image from the manga. The Vivre Cards are not all handwritten, colored, and edited by Oda. A 3rd party merchandising company makes them. Any flowery language like “this person is one of the strongest” should not be trusted and used in powerscaling.
