Occasionally from beating strong people

Also explaining why luffy ends up getting more bounty after beating a strong enemy, doflamingo, an admiral, etc etc

I read it wrong though. The marines get paid from bounties right . Sothe high bounties are there to represent how big of a threat they are and motivation for pepple to take tthem down

I herad somwhere on Youtube that Marines are not paid for bounties .

Bounties aren't created for bounty hunters.

They are basically there to show how dangerous a certain person is, but in some cases, they have a high bounty because they are a big threat to the WG. Look at Robin's bounty, although she isn't that strong, she has a high bounty since she is a big threat to WG due to the fact that she can read poneglyphs and learn the history of the Void Century.
