I'm going to bet on Loki in extreme/high diff. This is pure speculation, but he seems like a bigger threat than Kaidou, especially with what Big Mom said if she allied with him.

Yup,I’m calling it here. Canon and reason seems to point to it. His bounty,the fact it took all of Elbaf warriors to beat him,and the fact mysterious characters(most likely members of the god knights)are personally looking for him. I think we all can agree that the Wano and egghead arc showed us that Luffy(just like Kid and Law) isn’t strong enough to handle a full power Yonko captain threat one on one. So it wouldn’t make sense for Oda to put Loki or those mysterious two characters strength above Luffy. Plus,Luffy Admiral level strength is still recent.

He’s going to be at that level for at least a few more islands before he goes up another level. That’s usually how it goes anyway(unless Oda wants to rush things and bump him on up)in One Piece. So what do you guys think,pretty good assessment right!?
