I'm going to bet on Ryuma in extreme diff. I'm mainly basing this on his reputation and his exceptional mastery of armament haki.

Kaido. Even if Ryuma's armament is better, Kaido still has every form of advanced haki and has insane physical stats that bests most of the top tiers.

Kaido’s bag on top of the fact that each generation is canonically supposed to surpass the last, puts him way above ryuma, even with reputation, it’s not enough to say ryuma >= kaido. kaido has almost everything all 3 adv haki, df (not awakened), he’s huge with insane physical stats
