I can honestly see it. Akainu is set to be a possible future endgame opponent (or ally if you didn't see my Akainu and Luffy post) and is the only marine right not likely capable of actually ending Luffy. He made the government a lot stronger over the two years and has everything a conqueror requires. He has a strong ambition of wanting to end all evil including, his will is strong and his goal is set, a possible future endgame opponent or ally like I said previously, and is just a fierce opponent in general. Heck, the Gorosei all have conquerors and are directly below Imu and are dogs to him/her, anybody saying Akainu wouldn't have it bc of his nickname "red dog" and being a dog to the government really can't use that logic at this point in time considering a lot of characters are government dogs and likely have conquerors, including Shamrock and Garling.

All in all, he's def going to have it in the future.

Heck, he leads the entire government besides Imu which includes the Marines and Cipher Pol and leads it well similar to a king. He def has it.

I hope not, the fact that he's a top tier despite not being chosen by destiny, makes him more impressive and a better character. Conqueror's is the ability I dislike the most in OP because you have to be born with it, Sakazuki being a top tier without it shows that he has trained both his Haki and his DF to the max. He's the epitome of hard work.

@Blackbeard069 See, I wanted that same logic to be applied with Garp since advanced conquerors was introduced. I was absolutely hoping Garp would've been the first character to prove you don't need conquerors to be near yonko-pirate king caliber, but alas, those hopes flew out the window when Galaxy Impact came in. But nonetheless, Akainu could be that character that actually proves you don't need conquerors to be a rival to the old gen, but many ppl don't like Akainu and don't see him being PK caliber unless he actually has on screen proof that he is on that level. But knowing where the story is going, Akainu will likely have it in the future along with Mihawk, Dragon, Blackbeard, Garling, Shamrock, and some others.
