If Oda wants Mihawk to be stronger, then he will be. He's the author after all. However, this would be a badly wrote plot.

Yeah but the thing is Mihawk's title is in ACTUALITY so it's not JUST a title so Mihawk isn't a fraud at all, you just have an agenda that distorts your view on the manga

Mihawk has to be the strongest or Zoro's goal wouldn't be accurate. His goal is to defeat the strongest swordsman that being Mihawk so if Shanks were stronger, it would mean that Zoro would only defeat the second strongest swordsman, not the strongest.

Shanks is Luffy's goal as well so let's say Zoro > Luffy by the end of the series, right?

Zoro's goal is to be the WSS by beating the current WSS.
