Shamrock is easily Yonko lvl, he's the leader of the God Knights and is portrayed to be the strongest of them all. The RA are extremely wary of the God Knights and they're pretty much being set up as an EOS enemy army so ofc the leader of said army should be Yonko lvl.

Vista's sword skills are relative to Mihawk, not strength
