Sanji is relative to Zoro. Luffy got the same bounty as Law and Kid because the Marines wanted to keep him low profile despite being an Emperor. The Elders were absolutely mad at his poster picture.

Kaido (4.611.100.000) + BM (4.388.000.000) = 8.999.100.000.

Luffy + Law + Kid = 9.000.000.000.

That hardly makes sense. They were just mad about his picture being seen in Nika form. But that still wouldn’t have kept them from giving Luffy a slightly higher bounty since they gave Robin a big bounty despite just being a child.

They gave him a 3billion bounty just like they did with Kid&Law to show they view them on the same level.

The World Government gave Robin a high bounty because she was able to read Poneglyphs, but they told to the world that she had sunk 8 battleships on her own at the age of 8.

Right,if they’re willing to lie about why they gave Robin such a high bounty, they could have done the same with Luffy to give him a bounty slightly higher than Law & Kid.
