No he isn’t. How is Sanji stronger than Lucci when he’s been shown fighting Zoro to a standstill and we all know Sanji is weaker than Zoro.

Sanji is relative to Zoro. Luffy got the same bounty as Law and Kid because the Marines wanted to keep him low profile despite being an Emperor. The Elders were absolutely mad at his poster picture.

Kaido (4.611.100.000) + BM (4.388.000.000) = 8.999.100.000.

Luffy + Law + Kid = 9.000.000.000.

It's just a cover-up because they didn't want to reveal details of the Onigashima War to the world.

That hardly makes sense. They were just mad about his picture being seen in Nika form. But that still wouldn’t have kept them from giving Luffy a slightly higher bounty since they gave Robin a big bounty despite just being a child.

They gave him a 3billion bounty just like they did with Kid&Law to show they view them on the same level.

The World Government gave Robin a high bounty because she was able to read Poneglyphs, but they told to the world that she had sunk 8 battleships on her own at the age of 8.

Right,if they’re willing to lie about why they gave Robin such a high bounty, they could have done the same with Luffy to give him a bounty slightly higher than Law & Kid.

@Sean 175 The World Government rarely increases Luffy's bounty as much as he deserves.

1st Bounty (East Blue): 30M. It was fair and the news told the truth about him.

2nd Bounty (Arabasta): 100M (+70M/3x). Smoker received the credits, but they still increased Luffy's bounty for defeating Crocodile.

3rd Bounty (Enies Lobby): 300M (+200M/3x). He destroyed Enies Lobby and declared war against the World Government, so it'd be kinda impossible to cover-up this.

4th Bounty (Marineford): 400M (+100M). They increased their bounty for the Marineford events only, where he allied with several powerful people, faced the Marine HQ and almost succeeded in saving his brother. Also, he had his blood lineage revealed to the world. Thriller Bark, Sabaody and Impel Down events were covered up by the World Government. All of this would be enough to issue him a 1B bounty.

5th Bounty (Dressrosa): 500M (+100M). He defeated a Warlord and the World Government indeed tried to cover it up, however they didn't expect Fujitora to let the Straw Hat-Heart Pirates Alliance escape, so they were forced to post the truth.

6th Bounty (Whole Cake): 1.5B (+1B/3x). Morgans, who decides what to write on the news, witnessed those events first-hand. Also, that increase was also inaccurate because the Marines believed Luffy to have faced Big Mom and succesfully escaped, without knowing about his victory against Katakuri and Cracker (which would certainly give him a bounty of 2B if they were realistic).

7th Bounty (Wano): 3B (+1.5B/2x). The World Government knew exactly what happened as CP0 was watching it live all the while. They knew about Zunesha destroying a World Government's fleet (which the Elders likely know that is related to Joy Boy's return), they knew about Law and Kid teaming up on BM, they've heard the conversation between Who's-Who and Jinbei... They knew everything, to be shorter. However, they still issued Luffy, Law and Kid equal bounties, insinuating that it was a 3v2 battle against the Yonko and they had won, which didn't happen and would never happen as Luffy himself stated. Luffy's bounty should be at least 3.5-4B.

8th Bounty (???): It's been a while since the events of Egghead, where Luffy fought an Admiral, the Five Elders (alongside his allies), "kidnapped" Vegapunk and caused the destruction of another World Government island, besides escaping a second Buster Call targeted at him. To be sure, I ain't sure that they will increase his bounty after Elbaph events. Only if he defeats Loki and forces the 4 God's Knights to retreat.

@Httpedrokkk I’d say the government for the most part has given Luffy accurate bounties. The only one I thought he deserved a bit higher was the 4th bounty you mentioned. I don’t think it should have been a billion just maybe a few million higher. Because at the end of the day a lot of those feats were achieved with great difficulty(except the first bounty).
