Burgess stronger than Luffy and Doflamingo? How stupidity.

Contending with the number two of the Revolutionaries definitely gets him above Dressrosa Doflamingo & Luffy.

Contend? Good joke, Sabo defeated him extremely easy in just a few minutes. Burgess is nothing compared to Doflamingo and Luffy could beat him w/o G4.

Sengoku was missing in the top, he had more participation than Lucci and would be in first or second place.

He did contend Base Sabo. Sabo only defeated him when he used his DF.

Ssinougan: That's right, I forgot that other Marines had come to Dressrosa. I've updated my rankings.

Commander Linus: Luffy received help to defeat Doflamingo (Law among others). If it had been a pure 1v1, Doflamingo would have defeated him during the 10-minute rest period.

IKTime: With or without fruit, Sabo destroys Burgess.

In terms of raw power, Luffy is stronger. That's what this list is based on assuming from the title: Who Is Stronger. Not who wins in a fight. As for Burgess, he wouldn't get destroyed. He would lose but not get destroyed by Base Sabo.
