And think about it, if they were really weakened, why did they provoke and attack Greenbull first? They're experienced pirates and they know they're injured, so tell me why the hell they're going to attack an Admiral?

The likely situation is that Ryokugyu stumbled upon them and could be that Ryokugyu told them to just surrender peacefully or he would have to do it himself which obviously, why would they surrender so they had no choice but to fight them. Another is that they just saw him being part of the Navy and attacked him because it's expected that he would attempt to capture them. The wording is too vague to figure out a legitimate context.
