5. Pick their affiliation and their corresponding ranks on the OP world:

• Pirate : Yonko , Warlord, Newbie and Worst Generation

• Marine: Fleet Admiral, Admiral, Vice Admiral and Rear Admiral ( Captain)

• Revolutionary: Supreme Commander , Chief of Staff , Army Commander, Deputy Commander

• Bounty Hunter

• World Government: Gorosei, Holy Knight

Bounty Hunters were a big part of One Piece before the time skip, specially during Arabasta. Unfortunately, Oda threw them aside, It's crazy that the most powerful canon Bounty Hunter we've seen is probably Jean Ango (who was one shotted by Chinjao).

Making Bounty Hunters weak makes bounties useless. It seems that the only reason for high bounties is "shock value" since nobody will ever collect them.

Luffy is more of a bounty hunter then a pirate. Most of his villains were pirates or non marines. alvida, morgan was a ex marine so he doesn't count , higuma was a bandit buggy, kuro, don kreig, arlong, buggy and alvida in lougetown, laboon was a whale, mr 9 and miss Wednesday, most of barouqe works, me 3 , wapol, mr 1, 2 and crocodile, bellemy and blackbeard, enel wasn't a pirate or a marine, foxy, blackbeard, gecko moria and kuma, kuma again , the kuja pirates, blackbeard caused impel down and marineford so I'm counting him as the main antagonist , the fake straw hats, the new fishman pirates, ceaser clown and law, doflamingo and his crew, jack at zou, caponge bege, big mom, the charlotte family, and the vinsmokes aren't marines, and the beast pirates. the only straw hats vs marines arc i can think of is water 7 and enis lobby. He is doing more good for the marines the pirates. Thoughts?
