Who was the Fourth Emperor before Shanks' rise?

As far as I know, the only island which is affiliated to both a Yonko and the World Government is the Fish-Man Island, but it can be explained due to its location isolated from the surface world, which makes protecting the island a tough task for the Marines.

Also, in Alabasta we saw that if Vivi's relationship with the Straw Hats were revealed to the Marines she'd have trouble.

Now I wonder: Is it allowed for a country to be affiliated to the World Government while under a Yonko's flag?

In One Piece, Haki is a mysterious power that allows individuals to sense spiritual energy, exert their willpower, and enhance their combat abilities. It is an innate ability present in all living beings, but it requires training or special circumstances to awaken. Haki is divided into three primary types:

1. Observation Haki (Kenbunshoku Haki)

This type of Haki heightens the user's senses and perception, allowing them to detect the presence, location, and intent of others.

Basic Abilities:

-Sensing Presence: The user can detect others, even if hidden or out of sight.

-Sensing Emotions and Intent: The user can feel the emotions and hostility of others.

-Predicting Movements: Advanced users can foresee an opponent's movements slightly before they happen, appearing as if they are predicting the future.

Notable Users: Luffy, Sanji, Enel (in Skypiea), Katakuri.

2. Armament Haki (Busoshoku Haki)

This type of Haki allows the user to manifest their willpower as an invisible armor to enhance their physical attacks and defense or imbue objects (like weapons) with this power.

Basic Abilities:

-Enhancing Strength: Improves the user's attacks and defense.

-Hitting Logia Users: Allows the user to bypass a Logia Devil Fruit user's intangibility by directly interacting with their true body.

-Weapon Enhancement: Coating weapons with Haki to make them stronger.

-Advanced Techniques: Emitting Haki as a force to attack from a distance or destroy from within.

Notable Users: Zoro, Luffy, Rayleigh, Akainu, Mihawk.

3. Conqueror's Haki (Haoshoku Haki)

This rare type of Haki is possessed by individuals with the "qualities of a king" or exceptional leadership and ambition. Unlike the other types, it cannot be learned or trained—it is something one is born with.

Basic Abilities:

Overwhelming Will: Users can knock out weaker individuals or animals with their sheer presence.

-Intimidation: Can weaken the resolve of enemies without physical action.

-Advanced Techniques: Imbuing Conqueror’s Haki into attacks to deal devastating damage.

Notable Users: Luffy, Shanks, Big Mom, Kaido, Zoro.

Seeing as Shanks is the last of the original Emperors to still be active, I guess it’s kind of expected for him to back down soon (either by force or voluntarily, like Roger).

Im not entirely sure he will, though. But, if he does, who do you think would replace him as the Fourth New Gen Emperor?

Personally I think it’s going to be Boa Hancock, simply because she’s the only one who fits thematically. Law and Kid, powerful as they are, still aren’t nowhere near Yonko level, as they have demonstrated recently, and I feel like every other “powerful” character’s story is already complete (like Doflamingo or the Worst Generation) or just incompatible with the Yonko title (Mihawk and Croc for example, or Enel, who isn’t even a pirate and still needs to come down from the moon). If Impel Down ever gets broken out of, Weevil is there but I don’t think he’s fleshed out enough to be important. Same with Uruge).

I feel like Hancock’s battle prowess hasn’t really been showcased enough, not to mention her amazing Devil Fruit and Haki, and her character is more or less fleshed out but not really explored. I’d love to see her as a new Yonko.

Some of you fellow fans are always wondering how strong Oden is exactly? Or what’s his strength level compare to others? Whether Yonko commander, admiral, Yonko, or even pirate king level

Well I’ve been thinking for a while, & rewatched every of his battles, & finally realized that he was about Yonko level

I know those of y’all may have doubts even if he was crazy strong, but as I said, I rewatched all his battles, & might be surprised & wrong

The 1st feat was able to take down countless samurai for entirely 3 years in that Harem War he started. Then he defeated Ashura & every samurai in Kuri when it was lawless. & Ashura was called “the monster” that time too. He then went toe to toe with Whitebeard, but in his prime, even though the 1st time ever he lost. If not interfered, he was not only the 1st who cut Kaido’s incredible invulnerable skin & gave him an x scar, but would’ve took him down & became one of the four emperors instead of that beast. Perhaps not but still. But if THATS not enough, recall this one: he literally took Roger’s most powerful attack, Divine Departure, & still stood on his 2 feet, not just still conscious. That’s something no one but those strong as a Yonko, could do that

So Yh, that’s about the idea. That’s how we know for sure Oden’s about Yonko level

The Warlords System was meant to establish a balance, forming the Three Powers concept. However, if you take a good look, they could've take down the Emperors with great operations.

For this demonstration, I'mma consider Whitebeard as the weakest Emperor.

If the Warlords and Admirals attack the Emperors without warning they could take them down easily. For example:

Whitebeard Pirates X Admirals & Seven Warlords

• Whitebeard < Aokiji, Akainu & Kizaru.

• Marco < Mihawk.

• Ace < Crocodile.

• Jozu < Kuma.

• Commanders (12) < Hancock, Doffy & Moria.

Big Mom Pirates X Admirals & Seven Warlords

• Big Mom < Aokiji, Akainu & Kizaru.

• Katakuri < Mihawk.

• Cracker < Crocodile.

• Smoothie < Hancock.

• Big Mom sons (many) < Kuma, Jinbe, Doffy & Moria.

Beasts Pirates X Admirals & Seven Warlords

• Kaidou < Aokiji, Akainu & Kizaru.

• King & Queen < Mihawk.

• Jack < Jinbe.

• Tobiroppo < Kuma, Hancock & Crocodile.

• Hawkins & Apoo < Doflamingo.

I don't know if they'd be able to take down the Red Hair Pirates since Sengoku introduced Shanks' crew as inexpugnable, and Mihawk would probably refuse to fight Shanks' crew as Jinbe did against Whitebeard.

A purposeful stylisation I made is to make shanks eye similar to a lion's in shape, particularly on the lines that go past the nose bridge.

If all the pirates teamed up (excluding warlords) and faced down the Marines and the armies of all of world government affiliated kingdoms, who would win? SWORD members would be fighting, as well as Cipher Pol. No dead Marines or pirates like Gol D. Roger or Z.
